For the past 19 years, Keith Doxtater has provided strategic direction from the home office and operational and program management in the field for U.S Agency for International Development (USAID) projects in Venezuela, Sri Lanka, Somalia, Indonesia, Myanmar, the Philippines, and Kenya. He is well-versed in all aspects of project implementation, including project startups and closedowns, strategic planning, staff recruitment and training, financial management, and administration of technical assistance and grants. Working in volatile political environments, he has honed his ability to adapt program implementation to rapidly changing political landscapes and has developed a keen understanding of the need for flexibility and resourcefulness to achieve project goals.

As the Chief of Party on the ASEAN-USAID Partnership for Regional Optimization within Political-Security and Socio-Cultural Communities (PROSPECT) project, he oversaw a complex and varied technical portfolio ranging from addressing the needs of trafficked victims to disaster management and response to human rights. He also served as Chief of Party for the successful implementation and closeout of the predecessor ASEAN-U.S. Partnership for Good Governance, Equitable and Sustainable Development and Security (PROGRESS) project. Prior to serving as Chief of Party, he served as DAI’s Director of Stable and Effective Governance in Asia where he was responsible for a portfolio of three long-term projects covering ten countries throughout Southeast Asia. As a Director, he supervised home office project management teams and field-based Chiefs of Party and was responsible for the overall programmatic and financial success of his portfolio.
