Jeremy oversees DAI’s technical sectors and business development for our work with the U.S. Agency for International Development (USAID), the State Department, and other U.S. Government clients. Jeremy previously served as the Vice President for DAI’s Governance Sector where he was responsible for the company’s work in local governance, public financial management, citizen security, institutional reform, and education.

Baigal leads the Contracts and Procurement office, which provides support in administering contracts, refining related policies, procedures and training, and guiding field teams on contract requirements and regulations. She serves as our expert on contracts, grants, subcontract management and procurement. Baigal has more than 16 years of international development experience primarily overseas in project management, as well as in federal government contracts and grants management.

Duke manages the company’s Africa portfolio. He joined DAI in 2010, bringing deep technical expertise in agricultural and rural development, marketing and distribution, competitive value chains, international trade, and public-private partnerships, all of which complement his impact-driven approach to managing program operations, finance, and partner relationships.
Vice President, Eastern Europe, Latin America, and the Caribbean | [email protected]
Jay manages DAI’s portfolio in Eastern Europe and Latin America and the Caribbean, as well as Washington, D.C.-based global programs. He brings more than 17 years of international and management experience, including home office and field-based management roles. He has managed contracts funded by the U.S. Agency for International Development and/or new business efforts in Latin America, Afghanistan, and Africa. Jay speaks fluent Spanish and has lived in El Salvador, Nicaragua, and Peru, and has supported projects throughout Central and South America.

Bruce leads the company’s development initiatives in the Middle East, North Africa, and Afghanistan. Bruce joined DAI in 1982 as a member of the North Shaba Agriculture and Rural Development Project in Zaire. He has worked in various leadership roles, including as Vice President of DAI’s work in Crisis and Conflict Mitigation and in Democratic Governance. Bruce speaks fluent French, Swahili, and Lingala.

Walter leads the company’s development initiatives in Asia. He has more than 20 years of experience working on diverse development projects worldwide. Walter is a skilled project manager in environment and sustainable development and natural resource topics. He has experience conducting research and analysis, performing assessments, engaging stakeholders, developing strategies and workplans, conducting outreach, coordinating with donors and partners, and facilitating workshops and events.
