Mozambique—Technical Assistance in Support of Trade and Development for Promove Comércio

The Technical Assistance in Support of Trade and Development for the Promove Comércio project worked to improve the trade and business environment in Mozambique as part of a wider partnership—Promove Comércio—between the Government of Mozambique and the European Union (EU).

Overall, Promove Comércio has helped to establish a solid institutional, legal, and technical foundation to support Mozambique’s ongoing trade reform agenda. Under this technical assistance project, DAI supported Mozambique to strengthen its trade policy framework, improve trade facilitation, enhance institutional capacity, and increase its ability to implement and benefit from international trade agreements—most notably the EU–SADC Economic Partnership Agreement (EPA), but also commitments under the World Trade Organization Trade Facilitation Agreement and the African Continental Free Trade Area.

Through a comprehensive package of policy advisory, institutional strengthening, legal and regulatory reform, technical assistance, and capacity development services, the project strengthened Mozambique’s institutional capacity to formulate and implement trade policy, improve coordination among key public institutions, modernize the country’s trade regulatory framework, and enhance preparedness for participation in regional and international markets.

• Completed the EPA activation package, which allows Mozambique to use inputs from other EPA partner countries while still qualifying for preferential access to the EU market.
• Revised Mozambique’s National Export Strategy.
• Developed the Advance Binding Rulings framework, a customs mechanism that allows traders to obtain decisions in advance on issues such as tariff classification.
• Revised the Made in Mozambique Regulation.
• Supported preparations to export honey to the EU.
• Prepared the National Services Trade Strategy.
• Strengthened the National Trade Facilitation Committee.
• Developed sanitary and phytosanitary standards manuals.
• Trained and built the capacity of 349 stakeholders.
• Organized 11 technical and institutional events that strengthened dialogue between government, private sector, and development partners.
