Stephen Carpenter, Vice President for Governance, specializes in public financial management, anti-corruption, and accountability. Previously, as Chief of Party of the Kosovo Transparent, Effective, and Accountable Municipalities (TEAM) project, he led efforts to upgrade public procurement, strengthen audit, and enhance anti-fraud initiatives. Through his leadership, the project helped the Government of Kosovo to achieve breakthrough change in procurement transparency, such as moving from a corruption-prone paper-based process to the full adoption of electronic procurement and disclosure of all public contracts.

Prior to mobilizing to Kosovo, Stephen was DAI’s Global Practice Leader for Public Financial Management and Accountability, overseeing a portfolio of programs in revenue and expenditure reforms. Previously at Deloitte Consulting, he focused on donor projects in accountability and institutional strengthening, leading a national-level anti-corruption project in the Philippines and providing technical support to the Royal Court of Jordan on national economic policy. While at Tetra Tech ARD, he served as Director of the Democracy and Governance Sector overseeing all governance projects and managing a number of anti-corruption activities. Prior to this role, he was Chief of Party on the Jordan Customs Administration Modernization Program. Under his leadership, the project helped reduce cargo processing times by as much as 85 percent at some locations while enhancing customs integrity and strengthening security at the borders.
