Joe Phillips is Head of Trade and Investment in DAI’s U.K. Economic Growth team. He is experienced in team leadership, business development, and implementation of international economic development strategies and programs, particularly in trade and investment.
Over a career of more than 18 years, Joe has become a specialist in investment and export promotion strategy, policy, private sector development and internationalization, training delivery, and benchmarking. He has been both the U.S.A. Director and Global Overseas Development Aid Director for OCO Global, a specialist trade and investment consultancy. He has worked in more than 30 countries for both public and private clients, across Latin America and the Caribbean, Eastern Europe, Africa, and Asia Pacific. He has also worked extensively on local trade and investment issues for national and regional governments in Canada, Ireland, the United Kingdom, and the United States.
Within the development sector, he has worked on behalf of the U.K. Foreign, Commonwealth and Development Office (FCDO), plus extensively with the U.S. Agency for International Development (USAID), the German Development Cooperation (GIZ), the Inter-American Development Bank, the European Union, Australia’s Department of Foreign Affairs and Trade, and the World Bank.
Joe previously founded a trade and investment consultancy called All Out Location. He has been published by the World Bank and in various U.S. domestic economic development journals and has been a speaker at numerous industry events. He is currently the Program Director for the Nepal in Business project, funded by the FCDO.
