Ingrida Skarinke is a Principal Manager in DAI’s Human Development team with over 10 years of experience working in the international development sector, leading complex programs in a senior management capacity focused on public and private sector reform, governance, health, economic growth, and innovation. She has worked in challenging political and operational environments, including Southern and Central Asia, Southern and East Africa, and the MENA region.
Since joining DAI, Ingrida has actively designed, managed, and delivered large-scale projects across the U.K. Foreign, Commonwealth and Development Office-funded global portfolio, including the Deepening Democracy Programme (DDP) in Kenya, the Consolidating Democracy in Pakistan (CDIP), Burma Enterprise Opportunity Facility – DaNa, Access to Security and Justice Programme in Sierra Leone (ASJP), and the Western Region Coastal Foundation Project in Ghana (WRCF). She is currently overseeing the implementation of three Fleming Fund Grants in Indonesia, Pakistan, and Bangladesh, where she brings a deep understanding of stakeholder coordination, engagement, and strategic thinking about programming.
Ingrida is adept in designing, starting, and managing large grant funds and technical assistance facilities, as well as overseeing the integration of monitoring, evaluation and learning (MEL), gender equality and social inclusion (GESI), political economy analyses (PEA), and adaptive programming into project design and implementation.
